Vicente Torres of PTV emphasised that transport planning has changed tremendously in the last years. He explained that the planning approach has shifted from capacity oriented provision of road infrastructure to providing an energy efficient and affordable access to mobility. This promising approach however, did not reach overall implementation so far.
According to Mr Torres, political will and priorities set the agenda for sustainable mobility. As new transport projects often require a lot of funding, Mr Torres suggests using software for scenario based planning. Decisions based on scenarios can ensure best results for new urban development and mobility planning. An investment in the software is likely to be small when comparing it to a not functioning infrastructure project. Mr Torres also made a point on scenarios raising the level of discussion in participatory methods, as they support arguments by facts.
Nextbike, a German solution provider for bike sharing, implements its systems with local partners worldwide. Sebastian Schlebusch explained that the most successful bike sharing systems integrate themselves into public transport.
He mentioned integrated fares, but also spatial integration. Asked if bike sharing could be a first step to foster cycling in a city, Mr Schlebusch pointed out, how important other measures like bike lanes are to ensure safe biking. Nevertheless, bike sharing has been initiating the shift to cycling greatly in cities like London.
Urban cable cars, made for difficult urban areas with challenging geography, can provide access to mobility without building a road. Explaining the example of Mombasa, Marc Funda said, that urban cable cars very often connect especially low-income people to the transport system. In Mombasa, the urban cable car is built instead of a very expensive bridge, providing a simple transport link over the river.
Looking at the future, Mr Schlebusch emphasised the need to focus on implementation, when supporting sustainable urban mobility projects. Looking at the New Urban Agenda, all panellists expressed their will to support its implementation in terms of intelligent mobility solutions (nextbike and Doppelmayr) and mobility planning.
